A. Ray Blackwell: Fire/EMA Coordinator
Mr. Blackwell joined the team in June 2004. He brings a variety of ideas with him, coming
from a career of 20+ years in the fire service and served as a Lieutenant from Boiling Springs
Fire District in Greenville County. The Coordinator is a liaison and resource between County
Council and the Fire Departments, along with being County Emergency Management Director. During
major events in the county, the coordinator is the liaison between the State Emergency Management
Division and Laurens County.

Keith B. Garrett: Laurens County Fire Marshal
Mr. Garrett joined the team in December 1994. He was reassigned from the Chief of Laurens County
Fire Department to Laurens County Fire Marshal on November 27, 2006. He is available for county
response if the Fire/EMA Coordinator deems necessary.

Kurt Thackston: Western Division Chief
Mr. Thackston joined the team in November 2006. He serves as a resource with a hands-on
approach to 7 of the counties fire districts located on the western end of the county. These
districts are 14 - 15 - 16 - 17 - 18 - 26 - 27. He is available 24 hours a day, 7 days a week for
responses as deemed necessary by the Fire/EMA Coordinator.

Johnny C Brewington: Eastern Division Chief
Mr. Brewington joined the team in January 2006. He serves as a resource with a hands-on
approach to 6 of the counties fire districts located on the eastern end of the county. These
districts are 11 - 19 - 22 - 23 - 24 - 25. He is available 24 hours a day, 7 days a week for
responses as deemed necessary by the Fire/EMA Coordinator.

Angela H. Leopard: Administrative Assistant
Mrs. Leopard joined the team in November 1991. She provides support for the coordinator and
staff on all current projects, coordinates and monitors EOC activity, county training schedule,
and special events. She is also responsible for the support to the county fire service for
coordination of accident/injury claims, and new hire O.S.H.A. Compliance.

Ashly C. Wilbanks: Project Officer
Mrs. Wilbanks joined the team in December 2002. Her responsibilities fall within the
clerical day-to-day operations of the office. The project officer is also responsible
for the resources of the emergency management office, assisting with EMA and EOC policy
updates along with organizing all grant funding applications.

Jimmie C. Graddick: Vehicle Maintenance
Mr. Graddick joined the team in February 2001. He serves as the fire vehicle
mechanic. He conducts general repairs on the fire apparatus in all rural fire
districts. He coordinates major apparatus repairs through the coordinator’s
office in all rural fire districts.
